He represented Hastings in the Legislative Assembly of Upper Canada from 1836 to 1841 and in the Legislative Assembly of the Province of Canada from 1842 to 1848 and from 1852 to 1856 as a Conservative member. He was born in Kingston, Upper Canada, the son of Henry Murney. He was educated at Upper Canada College, studied law with Marshall Spring Bidwell and set up practice in Belleville. Murney served as a major in the militia and was a clerk of the peace for the Victoria District.〔''Becoming Prominent: Leadership in Upper Canada, 1791-1841'', J.K. Johnson (1989)〕 He was defeated by Robert Baldwin when he ran for reelection in 1841 to the new assembly for the Province of Canada. Murney defeated Baldwin in 1842 after Baldwin was named to cabinet and so forced to run for reelection.
